Moves @XadillaX from Collaborator emeriti back to active Collaborators as part of the restoration request tracked in nodejs/TSC#1892.

Fixes: nodejs/TSC#1892

I recommend dropping the @ from the commit message, otherwise you'll get a GH notif every time someone cherry-picks the commit on any branch, on any fork
