VIES Status by Country
VIES is not one service – it is 27 national systems behind one gateway, and they go down separately. This page samples the European Commission’s own availability feed every 15 minutes and keeps the history.

The fill behind it runs to that figure, coloured green at 100% and red on whichever member state is currently the worst of the 27. What This Does and Does Not Tell You
These readings come from the Commission’s own monitoring, not from an independent probe of each member state. They can lag a country going down, and they describe reachability rather than whether any particular number validates.
When a member state is unavailable, nobody can validate against it – not vatnode, not any other provider, not the tax authority. There is no cache to fall back on, because VIES stores no data of its own: each answer comes from the member state live. What a provider can do is fail honestly, tell you when to retry, and pick the check back up when the country returns. That is what the API does.
