Replace the documentation homepage’s two independent columns with a single list that automatically flows into two columns. This makes the section order easier to maintain, as items no longer need to be manually split between separate column lists.
Reorder the root table of contents to match the homepage, so chapter navigation follows the same sequence.
Unlike #157528, this approach preserves the existing chapter layout on the homepage.
