Add the resource in Windmill
Open Resources, add a resource of type rss, and paste the URL.
Schedule the trigger
The feed fetcher below is a trigger script: give it a schedule, and it returns only the items it has not seen before.

How does it know what is new?
The trigger script keeps a watermark between runs. Its first run sets the mark and returns nothing rather than replaying the whole feed.
