Adopting a node does not change the realm it was created in, so for nodes the node's relevant global object and its node document's relevant global object can differ. Implementations go by the node document, and recompute it per listener as a listener can adopt event's currentTarget. Implementations also skip an event listener whose callback comes from a Window whose associated Document is not fully active, even when the event target itself is fully active. This does not cover event handlers, whose event listener callback is supplied by HTML rather than by the author. Tests: web-platform-tests/wpt#62719 HTML PR: whatwg/html#12944
