Clear all blocked elements is missing from the new Shields UI.

Steps to reproduce

1. Launch Brave 1.93.95 or newer
2. Open any website in the new tab
3. Tap Brave Shields > Advanced controls
4. Block element > Block any element
5. Open Brave Shields again > Observe that there is no Clear all blocked elements button available

Actual result

Clear all blocked elements is missing from the new Shields UI.
