Staging qualification fails because the pinned client toolchain includes vulnerable fast-uri and Hono versions. Align the fast-uri override with the existing patched 3.1.7 lockfile and update Hono to 4.13.7 so the production audit passes without adding exceptions.
Validation: complete
npm run verifypassed on Node 24, including production audit, contract/type checks, tests, redaction conformance and packed installation. The API contract is unchanged.
