This PR adds support for the
set_action_return_valueintrinsic enabled by theACTION_RETURN_VALUEconsensus feature.set_action_return_valuesets a value (packed blob char array) that is included in theaction_receipt.return_value. Since it is part ofaction_receiptthe value will be included in theaction_receiptdigest which is included in the block headeraction_mroot.Consensus Changes
