I think we should call the feature RESOURCE_PAYER instead of TRANSACTION_SPONSORSHIP so it's consistent with the other naming we do in the code. |

Add a new protocol feature called RESOURCE_PAYER to be activated to suppor the new feature of "resource payer" which consists of having a 3rd party account to sponsor for the resources consumed on the transaction of another account.
