The Captive Insurance Division of the Vermont Department of Financial Regulation focuses on maintaining a regulatory system that attracts quality business to Vermont, promotes the state reputation in the industry, and safeguards the solvency of captive insurers while recognizing the special purpose for which they were created. The division pursues its mission by:
- Attracting and licensing quality programs whose primary purpose is risk management or risk financing;
- Performing ongoing financial surveillance;
- Performing periodic financial examinations;
- Implementing and enforcing laws and regulations;
- Developing effective and reasonable policies and procedures; and
- Advancing the growth of Vermont’s captive industry.
Deputy Commissioner Christine Brown
As Deputy Commissioner of the Department of Financial
Regulation Captive Insurance Division, Christine Brown oversees an extensive team of examiners, analysts and administrative staff responsible for the administration and regulation of captive insurance companies and risk retention groups. She served as Acting Deputy Commissioner before being officially appointed by Governor Scott toward the end of January 2026.
A longtime Department employee with decades of experience in the captive industry, Ms. Brown joined the Captive Insurance Division in 2003 as an examiner, being promoted throughout the years until 2022, when she became the division director and was responsible for, among other duties, strategic leadership, operations, regulatory policy and oversight of the world’s largest captive insurance domicile. Widely recognized within the industry for her knowledge and expertise, Deputy Commissioner Brown was listed in Captive International's 2024 edition of Influential Women in Captive Insurance and has been part of the Department as the State earned back-to-back global recognition as the leading global domicile for captives. Since 2018, she has served as principal staff to the chair of the NAIC Risk Retention Group Task Force.
Prior to joining State government, she worked in auditing at Ernst & Young and Johnson Lambert. A graduate of Northeastern University, the Deputy holds a Master's in Business Administration and Master of Science in Accounting. She also earned a bachelor's degree in political science from Regis College in Massachusetts. Her credentials include being a Certified Financial Examiner from the Society of Financial Examiners.
