After landing Bug 2058938, on first run cold startups, sections still uses Merino data. It is likely a race, but the common result is that Merino finishes before remote settings.

Ultimately we want to resolve this with: https://firefox-source-docs.mozilla.org/services/settings/index.html#initial-data

This way we can bake a remote settings state into tree, so cold startup would already have data from remote settings, because it's baked into the release.
